For instance, if user is replacing an excel file's version often, then we need to store all the version of the file similar to that of the article content. As this is storage and primary focus of the user will be article content, not all users' keep updating the file. There is also another scenario, if tags are updated for a file, then handling it and storing that info per file version history is an overhead. Hence we allow users to upload multiple times of the same file

Note that article versions are saved. Why not previous file versions in Drive?
