Request to control the "Notify Me" checkbox

One of our customers has raised the below request.
Most of the users aren't using 'Notify Me' while submitting feedback and their e-mail addresses weren't captured and we couldn't reach the users. It would be better to have the E-mail address field as a mandatory field, disable/remove the 'Notify me' option in the Feedback section, and ask the users to enter the E-mail address manually.
With this, the users have to edit the feedback and submit it and their e-mail will be captured. This would help us to reach the users, follow up, and help them with the required information.

The customers would also like to control the email address field for the "Notify Me" option so that it is not populated automatically and the Readers get a chance to keep/remove their email address from the "Notify Me" option.
