Private articles shared in public category is visible to the public

When we use a private article under a public category, it's visible to the public.
We expect the article to be hidden and only visible to the logged in users who have access to it.

To continue, the default option should always be that new items are private; while now the default is public.

The public-private state and its inheritance isn't very clear overall. For us, the expectation is that there are two kinds of visibility, inherited and explicit. An item can inherit its public/private state from its parent, or it could be set separately for that item, causing the item and only that item to become visible publicly (with possibly the headings of parent categories also shown in the tree nav). Now articles seem to sometimes inherit their visibility, sometimes not, and there's no way to tell from the UI. All we can do is test it in an incognito window and twiddle with the settings until we hit upon the combo that works.
Please make this clearer.
