Prevent Category Removal in KB Categories Tile When Edited by Limited-Access Users

In a public project with multiple team account users having different category access levels, updates made by a limited-access user to the KB Categories tile on the Home Page result in unintended removal of categories that the user does not have access to.
This behavior causes previously published categories (added by a full-access user) to disappear from the KB site, even though they should remain unaffected.
It would be great to have the Homepage configuration should remain additive and non-destructive across users with different permissions

Since this involves permission handling, homepage configuration logic, and project-level publishing behavior, it affects multiple areas of the platform.
