Open Feedback option after it is given

Once a customer gives feedback about an article, they can no longer see the feedback option. This doesn't sound right. We should be able to enable feedback after a certain period... or maybe after the content has been updated. It can't be like feedback can be given only once for the entire customer/article lifetime.

I'm getting lots of complaints about this from users. They can't understand why the feedback option disappears and then they enter a support call, which defeats the whole purpose of documentation and the feedback feature.

Really need this option as we have a private KB, and definitely welcome continued user feedback on a single article.
We'd be happy with either a global setting that removes the limitation completely.
Alternatively, when a new Version is published, to allow the same use to submit feedback again.
