It isn't apparent to personnel that they have the option to leave detailed comments/feedback. Recommend making comment section visible without having to first rate the article as helpful / not helpful.

A reader must answer the "Was this answer helpful"? question before the Comment field is displayed. The readers may not realize this; so they may think the "Yes/No" is simply a survey with no way to leave a comment.
Can you have the Comment field visible but disabled ("greyed out") until the reader chooses Yes or No?
Better yet, can the reader submit a Comment without choosing either Yes or No? Sometimes the "helpfulness" of the article is not relevant to the comment.

Agreed. I think the option for users to submit comments should be an independent feature. If I were reading an article and noticed a typo and simply wanted to inform the author, it would not occur to me to click on "Was this answer helpful" in order to get to a comment field. I usually feel inhibited about providing evaluative feedback like that as well, which would be another barrier to submitting the comment.
