Improved Date and Time Visibility in Comments

The customer has requested improvements to the date and time display in the comments section. Specifically, they would like the exact hour and full timestamp of each comment to be shown in both the Comment Dashboard and the Comment History within the article menu, as this is essential for tracking SLA commitments accurately.
Additionally, the customer has requested that relative date formats such as "This Tuesday" be replaced with the exact calendar date. Displaying the precise date instead of the day reference will ensure better clarity and consistency.
