Global setting to Private Note

Currently, if we insert a private note in an article, the private note is by default visible only to the Team Accounts. The Readers will not be able to see it on the KB site.
Sometimes, the person creating the article might miss to notice this and the Private note might not be visible to the Readers till this issue is identified.
Hence, the customers would like a global level setting for the Private Notes so that they do not have to make changes to each and every private note.
