Don't reload page when linking to heading in article

When linking to a heading within the same article, it'd be nice (and faster) if the entire page didn't reload. Instead, can links within the same article just scroll up/down to the heading similar to clicking on the link in the Table of Contents?

Hi Cherry Grassi, thank you for your input, Our current implementation essentially navigates the headers to the linked heading without reloading. When you try to click the Table of Contents, the behaviour is scroll up and down; are you looking for scroll up and down should not appear?
Please elaborate on your requirements for a better understanding.

Marshal Ebinezar: In response to your question, no. When I click a link in the Table of Contents, the scrolling up/down that currently happens is perfect and happens quickly. However, if I add a link to one of those headings within the article's text, view the article and click the link, the system doesn't seem to recognize that the link is within the same article and reloads the entire article instead of just scrolling up/down to the heading. It seems that the system isn't able to distinguish between links that are in the same article from links that are in a different article. Let me know if you need more information.
