Public workspaces are intended to provide open and unrestricted access to all content. However, in mixed projects (containing both public and restricted workspaces), reader group conditions are currently being applied within public workspaces.

This behavior creates restricted visibility in environments that are expected to be fully open, causing confusion and inconsistent access control behavior.

This feature request proposes disabling reader group configuration for all public workspaces to ensure that “public” consistently means open access.
