My authors need to see which articles are pending review/publish, but shouldn't be able to publish. So it would be great if they can use the functionality to quickly get a list of content. But at the same time, permissions should be view only and not allow them to publish. We should be able to grant these permissions to a role.

Bulk operations now can filtered based on article status, and also the review pending items can be filtered too. Hence we are closing this request.

Any possibility of looking at this again. Not sure why bulk actions is tied to publishing. It has so many useful functionality that should be available to content creators (without being able to publish) Broken links is one good example.
