An option for the Non-admin users to view the entire data (data assigned to others as well) in the Overview page

Currently, only Admin users have access to filters that allow them to view Workflow, Feedback, and Review Reminder data assigned to other users.
Non-admin users can only view items that are assigned to themselves or those that are unassigned.
One of our customers has requested the ability for a non-admin user to view Workflow, Feedback, and Review Reminder data assigned to other users. They have a specific user responsible for managing these items but do not want to grant that user Admin access.
