Allow ticket deflectors in API documentation workspaces

Currently, ticket deflectors can be created only in regular workspaces. It would be useful to enable this feature in API documentation workspaces as well.
For teams that manage only API documentation, the ability to add deflectors would help reduce support queries by guiding users to the right API documentation articles based on their context. This would streamline customer support and improve self-service efficiency.
