Add ability to add comments in Feedback Manager

When assigning feedback to someone in the Feedback Manager, it would be really helpful to be able to add a comment.
We currently have to track feedback in another doc or through email chains in order to capture any additional information. For example, we often need to share details such as suggested updates based on the feedback, technical details from the team, actions that have already been taken, etc.

It'd be really helpful to add comments on Feedback submissions even if the user who submitted it selects the option "Don't get notifications".
