Users can accidentally view and edit the previous version of a page

With concurrent viewing and editing by the same or different users, users can accidentally view and edit the previous version of a page without realizing. The warning they receive is not helpful and does not prevent them from editing the older version:
'This article cannot be edited as the current workflow status Published is marked as read-only.'
Steps:
- Open any Published page in reader mode
- Click 'Open in Portal' to edit in the admin portal, the page opens in a new tab. Keep the original reader tab open.
- Click 'Edit' on the page in the admin portal.
- Make changes to the page and Publish.
- Return to the original reader tab and click 'Open in Portal' again.
- The new tab automatically opens the page in Edit mode in the admin portal, and forces the user to Edit the old version of the page. The warning banner displays:
'This article cannot be edited as the current workflow status Published is marked as read-only.'
A refresh resolves this but it still causes room plenty of room for error - users should not be able to edit older versions of a page without explicitly visiting the older version.
