Linking to an anchor tag, the page does not scroll correctly

When linking to a heading, the page scrolls correctly showing the heading at the top, just below the page header. When linking to an anchor tag, the page scrolls putting the tag right at the top and doesn't consider the page header, so the tag is actually hidden by the page header. Marshal Ebinezar: Thank you for your efforts - but the fix is partial. If you link directly to an anchor from outside the documentation it works fine. If you link from within the documentation it still does not scroll correctly. You have to do a refresh and then it works. Please see this: https://youtu.be/1SK0WR2WMwk
