Duplicate words in headers affects TOC

When creating an article, I sometimes need to use the same header titles in different sections of the document. For example, under H2 I might have H3 Red, H3 Blue, and H3 Green. Then under a different H2 I might also have H3 Red, H3 Blue, and H3 Green. The challenge comes when the Table of Contents only seems to link to the first instance of an H3 word. All of my Headers and words appear in the TOC, but if I click the link to the second H3 Blue the article only takes me to the first H3 Blue header. Is there a way to allow different Headers to have the same titles and link correctly in the TOC?

This should be a priority. If multiple sections of an article have "Example" subsections, if the reader can't use the TOC to quickly navigate to the section later in the document, they will become frustrated for sure.
