Allow custom placement of attachments/files pane in article

Current Functionality: Files added as attachments to an article show up under the "Files" pane, located at the bottom of the article or on the right side of the article (with the Table of Contents). This location is easy for readers to overlook. There is no way to link files or attachments directly within the article because links to files in Drive expire. Embedding files into the article is clunky and interrupts the reader's flow.
Feature Request: Allow editors to insert the "Files" pane anywhere within in article, similar to how editors can insert images, accordions, etc. Allow editors to pick files to include in the pane when they are inserting it. Allow editors to insert multiple "Files" panes to an article.
Use Case: The ability to insert it anywhere in an article will make it easier for editors to direct readers to a file/files as they are relevant throughout the content of an article. It will also allow editors to create something similar to a file repository for readers.
